Oregon Hatchery Harvest Tag Cost, 10-Fish Rule & Recording Steps
Quick answer: the Hatchery Salmon / Steelhead Harvest Tag is an extra recording tag for legally kept hatchery salmon and hatchery steelhead. The 2026 fee is $43.
Official rule detail: you need a valid annual angling license and annual combined angling tag to purchase it. Each Hatchery Harvest Tag covers a combined total of 10 hatchery salmon or steelhead.
Fast answer: the Oregon Hatchery Salmon / Steelhead Harvest Tag is a $43 additional harvest-recording tag for legally retained hatchery salmon and hatchery steelhead. It is most useful for annual anglers who expect more legal hatchery harvest than they want recorded on the Combined Angling Tag.
Eligibility answer: official Oregon rule says a person holding a valid annual angling license and combined angling harvest tag may purchase Hatchery Salmon and Steelhead Harvest Tags. There is no yearly limit on the number of these tags an angler may purchase, but each tag allows recording a combined total of 10 hatchery salmon or steelhead.
Not a fishing permission answer: this tag does not replace your angling license, Combined Angling Tag, Columbia River Basin Endorsement, Ocean Endorsement, Rogue-South Coast validation, open season, daily limit, wild-fish rule, fin-clip rule or emergency closure.
Recording answer: legal adult hatchery salmon or hatchery steelhead recorded on the Hatchery Harvest Tag do not count toward the 20 salmon/steelhead annual limit recorded on the Combined Angling Tag. The fish must be recorded immediately, on the correct tag, by the angler who landed it.

Official Source / PDF Audit Converted Into Plain English
The official pages are accurate, but users often miss the small rules that decide whether this tag helps. Here are the official details translated into trip-day decisions.
| Official detail | Plain-English meaning | What the angler should do |
|---|---|---|
| HHT purchase requires annual angling license + combined angling harvest tag. | This is not the first product to buy. It sits on top of an annual salmon/steelhead setup. | Buy or confirm annual license and annual Combined Angling Tag first. |
| No limit on number of HHTs purchased per year. | A high-harvest hatchery angler can buy more than one. | Buy only what you realistically need; every tag must be in possession while angling. |
| Each HHT covers 10 hatchery salmon or steelhead. | One tag is not unlimited annual harvest recording. | Track remaining HHT lines and stop using a tag once its 10 fish are recorded. |
| Only adipose or otherwise fin-clipped adult salmon and adipose fin-clipped steelhead may be recorded. | Wild or unclipped fish do not belong on HHT. | Check fin clip before cooler, photos, cleaning or transport. |
| Fish must be recorded immediately upon removal from the water and in chronological order. | Recording later at home is not safe. | Record before rebaiting, casting again, changing spots or driving away. |
| The angler who landed the fish records it, regardless of who hooked it. | The fish does not go on the tag of whoever has empty space. | Decide who is landing/retaining fish before harvest starts. |
| Paper HHTs should be returned to ODFW after expiration. | Paper tag paperwork continues after the season. | Return expired paper tags to ODFW or deposit with a license agent. |
What the Oregon Hatchery Salmon / Steelhead Harvest Tag Actually Does
This tag does one specific job: it creates additional legal recording space for hatchery salmon and hatchery steelhead. It does not make closed harvest legal.
It records hatchery adult fish
Use it for legally harvested hatchery adult salmon or legally harvested hatchery steelhead only.
Each tag records 10
Each HHT covers a combined total of 10 hatchery salmon or steelhead. Buy another only if you legally need more hatchery recording.
It protects Combined Tag space
Hatchery fish recorded on HHT do not count toward the 20 salmon/steelhead annual limit recorded on the Combined Angling Tag.
It does not record wild fish
Wild salmon and wild steelhead do not go on the Hatchery Harvest Tag.
It does not replace Combined Tag
All anglers still need valid Combined Angling Tag coverage to angle for salmon or steelhead.
It does not override closures
Daily limits, possession rules, species openings, emergency updates, fin-clip rules and waterbody closures still apply.
Oregon Hatchery Salmon / Steelhead Harvest Tag Cost 2026 Fees
This table shows the complete cost stack around HHT, because buying only the $43 tag can leave a user missing the required base products.
| Product | 2026 fee | When it matters | Do not miss |
|---|---|---|---|
| Resident Annual Angling License | $50 | Resident adult base license. | Base license alone is not enough for salmon or steelhead. |
| Nonresident Annual Angling License | $138 | Visitor fishing Oregon repeatedly. | Annual visitors still need Combined Angling Tag for salmon/steelhead. |
| Adult Combined Angling Tag | $69 resident / $89 nonresident | Required to angle for salmon, steelhead, sturgeon or halibut. | Required before HHT purchase/use under the official HHT rule. |
| Hatchery Salmon / Steelhead Harvest Tag | $43 | Additional hatchery salmon/steelhead harvest recording. | Each tag records 10 hatchery salmon/steelhead only. |
| Youth License age 12–17 | $10 | Youth base license. | Youth still need tag coverage when angling for salmon/steelhead. |
| Youth Angling Combined Angling Tag | $5 | Youth angling for salmon, steelhead, sturgeon or halibut. | Youth License does not replace the youth tag. |
| Daily / multi-day angling licenses | $29 one-day / $48 two-day / $68 three-day / $117 nonresident seven-day | Short trips. | Daily and multi-day licenses include Combined Tag coverage, but HHT official rule is tied to annual license + annual combined tag. |
| Columbia River Basin Endorsement | $9.75 with annual license / $11.75 separate / $1 daily | Salmon, steelhead or sturgeon in Columbia Basin waters. | Separate from Combined Tag and Hatchery Harvest Tag. |
| Ocean Endorsement | $9 annual / $4 daily | Ocean fishing when required. | Not required if only fishing for and retaining salmon or steelhead in ocean waters. |
| Rogue-South Coast Steelhead Validation | $4 resident / $8 nonresident | Winter steelhead in the Rogue-South Coast area Dec. 1-Apr. 30. | Required to fish winter steelhead there, including catch-and-release. |
| Rogue-South Coast Wild Steelhead Harvest Tag | $20 resident / $40 nonresident | Keeping wild winter steelhead in the Rogue-South Coast area. | Not the same as the Hatchery Harvest Tag. |
| Duplicate Tag Reprint | $2 | Lost or damaged tag replacement. | Do not use photocopied, reproduced or resized tags. |
How to Buy the Hatchery Harvest Tag Step by Step
Use this order so you do not buy an extra harvest tag before the required license and annual combined-tag pieces are correct.
Confirm the actual angler
Adult resident, adult nonresident, youth, senior, pioneer, disabled veteran and short-term visitor setups can be different.
Confirm annual license eligibility for HHT
The official HHT rule is written for persons holding a valid annual angling license and combined angling harvest tag.
Add or confirm the Combined Angling Tag
Combined Angling Tag coverage is required to angle for salmon or steelhead. HHT does not replace this.
Decide if extra hatchery recording is useful
Buy HHT if you expect enough legal hatchery salmon or hatchery steelhead harvest that you want those fish recorded outside the Combined Tag annual salmon/steelhead limit.
Add water-specific endorsements
Add CRBE for Columbia Basin salmon/steelhead. Check Rogue-South Coast validation for winter steelhead. Check Ocean Endorsement if your ocean trip includes marine finfish beyond salmon/steelhead.
Choose paper or electronic tag method
Paper users need original printed tags and ballpoint pen. App users need MyODFW installed, logged in, synced and ready before fishing.
Keep all purchased tags in possession
Official rule says all HHTs purchased must be in the angler’s possession while angling for salmon or steelhead.
Record immediately after harvest
Record fish immediately upon removal from the water, in chronological order, on the proper paper or electronic tag.
The 10-Fish Rule Per Hatchery Harvest Tag Very Important
This was missing from many thin explanations. One Hatchery Salmon / Steelhead Harvest Tag is not unlimited.
Each HHT records 10
Each Hatchery Harvest Tag entitles the angler to take a combined total of 10 hatchery salmon or hatchery steelhead, when otherwise legal.
No yearly tag-number cap
Official rule allows multiple HHT purchases per year, but every fish must still be legal under daily, possession, zone and closure rules.
Not daily-limit expansion
Buying extra HHTs does not let you keep more fish today than the daily bag limit allows.
How to Record Hatchery Salmon and Steelhead Correctly
The tag is useful only when the right angler records the right fish on the right tag at the right time.
| Recording item | What to enter | Common mistake |
|---|---|---|
| Species code | Chinook, coho, other salmon or steelhead as applicable. | Recording coho as Chinook or steelhead as salmon. |
| Hatchery / wild status | For salmon or steelhead, record hatchery or wild status when required. | Putting wild fish on the Hatchery Harvest Tag. |
| Location code | The stream, ocean port, river section or waterbody code where the fish was taken. | Using a nearby river code instead of the actual harvest location. |
| Month and day | Exact harvest date. | Waiting until the dock, truck or home to fill it in. |
| Chronological order | Fish must be recorded in the order caught. | Skipping lines or trying to “organize” fish later. |
| Correct angler | The angler who landed the fish records it, regardless of who hooked it. | Using another person’s tag because they have empty space. |
Electronic recording checklist
- Update and open the MyODFW app before leaving home.
- Log in again if you have not used the app recently.
- Use Sync Account before leaving service.
- Use field/offline mode before service gets weak.
- Use Add Harvest for angling-tag recording and save the entry.
- Keep enough phone battery to show license and tag if requested.
Paper recording checklist
- Use ballpoint pen.
- No erasures.
- Use one line per harvested fish.
- Record harvested fish in consecutive order.
- Do not carry unsigned, copied, reproduced or resized tags.
- Return expired paper tags to ODFW or deposit with a license agent.
Species Codes, Hatchery/Wild Box and Location Code Micro-Level Recording Help
Most tag-entry problems happen because the angler waits until later or guesses the code. Prepare the common code details before the trip.
| Code / field | Official meaning | Practical tip |
|---|---|---|
| 1 | Chinook, also called king or blackmouth, with black lower gum line. | Confirm species before recording; do not use salmon codes from memory if unsure. |
| 2 | Coho, also called silver, with white lower gum line. | Coho and Chinook confusion is common in low light or after fish is on ice. |
| 3 | Other salmon such as pink, chum or sockeye. | Check whether that species is open and legal in that water before keeping. |
| 6 | Steelhead. | Do not confuse hatchery steelhead recording with Rogue-South Coast wild steelhead harvest rules. |
| Hatchery / wild | Salmon or steelhead entry must show hatchery or wild status when required. | Check fin clip before the fish goes in the cooler. |
| Location code | The waterbody or section where the fish was taken. | Screenshot likely codes before launch or before walking into a poor-service area. |
Combined Angling Tag vs Hatchery Harvest Tag
These two products work together, but they solve different problems. This comparison is the simplest way to avoid buying the wrong tag.
| Question | Combined Angling Tag | Hatchery Harvest Tag |
|---|---|---|
| What is it for? | Required tag coverage for salmon, steelhead, sturgeon and halibut angling. | Additional recording tag for hatchery salmon and hatchery steelhead harvest. |
| Can it record hatchery salmon or steelhead? | Yes. | Yes, up to 10 per HHT. |
| Can it record wild salmon or wild steelhead? | Yes, when legal and when rules require recording there. | No. HHT is only for hatchery salmon and hatchery steelhead. |
| Does it count toward the 20 annual salmon/steelhead Combined Tag limit? | Yes, when recorded there. | No, hatchery fish legally recorded here do not count toward that Combined Tag annual limit. |
| Can you buy more than one? | No, anglers may purchase only one per year. | Yes, official rule says there is no annual purchase-number limit. |
| Does it increase daily limits? | No. | No. |
Hatchery vs Wild Salmon and Steelhead Before You Record
The Hatchery Harvest Tag is safe only when the fish is truly a legal hatchery salmon or hatchery steelhead.
Hatchery clue
Hatchery adult salmon recorded on HHT must be adipose or otherwise fin-clipped. Hatchery steelhead recorded on HHT must be adipose fin-clipped.
Wild fish warning
Do not record wild salmon or wild steelhead on the Hatchery Harvest Tag. If wild retention is not clearly legal, release the fish.
Species still matters
Chinook, coho and steelhead can have different zones, dates, size rules, quotas and retention restrictions.
Adult vs jack
Oregon rules say jack salmon are not required to be tagged. Adult salmon and steelhead recording rules are different.
Keep fish identifiable
Do not dress or mutilate fish so that species, size or fin clip can no longer be determined.
Photo tip
Take a quick photo of the fin clip and tag entry. It helps explain why the fish was recorded as hatchery.
Daily Bag Limit vs Annual Limit The Tag Does Not Give Unlimited Fish Today
This is the biggest practical misunderstanding. Hatchery Harvest Tags help with hatchery annual recording, not daily-limit expansion.
| Rule type | What it controls | How HHT affects it |
|---|---|---|
| Daily bag limit | How many fish you may legally take in one day. | No effect. It does not increase the daily limit. |
| Possession limit | How many fish you may possess in the field or in transit. | No effect. Possession rules still apply. |
| HHT tag limit | Each HHT records 10 hatchery salmon or hatchery steelhead. | Once 10 fish are recorded, use another valid HHT if legal harvest continues. |
| Combined Tag annual limit | Salmon and steelhead recorded on the Combined Angling Tag count toward the 20 annual salmon/steelhead limit. | Hatchery fish recorded on HHT do not count toward that Combined Tag annual limit. |
| Season / emergency closure | Whether the water is open for the species today. | No effect. Closed water stays closed. |
| Wild fish rule | Whether wild fish may be kept or must be released. | No effect. HHT is not for wild fish. |
Rogue-South Coast Steelhead Warning Do Not Use the Wrong Tag
The Rogue-South Coast winter steelhead system uses special products. Do not confuse those products with the statewide Hatchery Harvest Tag.
Validation to fish
Winter steelhead anglers in the Rogue-South Coast area may need the Rogue-South Coast Steelhead Validation during Dec. 1-Apr. 30.
Wild harvest tag
Keeping wild winter steelhead there requires the Rogue-South Coast Wild Steelhead Harvest Tag when legal.
Hatchery tag is different
The Hatchery Harvest Tag is for hatchery steelhead, not wild winter steelhead under the Rogue-South Coast wild harvest system.
Columbia Basin and Ocean Salmon / Steelhead Add-Ons
Hatchery Harvest Tag users often fish Columbia or ocean salmon/steelhead. These add-ons can matter before the harvest-tag decision.
| Trip type | Add-on to check | Plain-English rule |
|---|---|---|
| Columbia Basin salmon or steelhead | Columbia River Basin Endorsement | Needed for salmon, steelhead or sturgeon in the mainstem Columbia from Buoy 10 upstream and rivers/tributaries flowing into the Columbia. |
| Daily or multi-day Columbia trip | Daily CRBE | Daily/multi-day licenses include Combined Tag coverage, but CRBE can still be required at $1 per day. |
| Ocean fishing only for salmon or steelhead | Ocean Endorsement exception | Ocean Endorsement is not required if only fishing for and retaining salmon or steelhead. |
| Ocean trip keeping rockfish, lingcod, halibut, tuna or other marine finfish | Ocean Endorsement | Ocean Endorsement can be required when retaining other marine finfish. |
| Oregon / Washington boundary waters | Landing state and license validity | Do not assume one state license, endorsement or tag covers every boundary-water situation. |
Paper Tag vs MyODFW App Which Is Safer for You?
Both are valid methods when chosen correctly. The safer choice is the one you can use immediately with wet hands, rain, boat motion and weak service.
Choose electronic if…
- You keep your phone charged all day.
- You can log in before leaving service.
- You know how to sync your account.
- You can use field/offline mode.
- Each angler has their own phone/tablet or proper access.
- You can find Add Harvest quickly without guessing at the river.
Choose paper if…
- You fish where phones get wet or die quickly.
- You take kids who do not have their own device.
- You prefer writing entries immediately.
- You can protect the tag from rain and boat spray.
- You will not photocopy, resize or alter the tag.
- You keep a ballpoint pen and backup pen in your fishing bag.
Real Trip Examples What to Buy and Record
Use these scenarios before checkout so you buy the correct stack, not just the product name that sounds close.
| Trip example | Likely setup | Recording answer |
|---|---|---|
| Resident annual angler keeping a few hatchery steelhead | Resident annual license + Combined Angling Tag | Record hatchery steelhead on Combined Tag unless you want extra hatchery recording via HHT. |
| Resident annual angler expects lots of hatchery harvest | Annual license + Combined Angling Tag + one or more HHTs | Each HHT records 10 legal hatchery salmon/steelhead. |
| Nonresident seven-day salmon trip | Nonresident Seven Day Angling; add CRBE/ocean/other add-ons if triggered | Daily/multi-day tag coverage applies; verify with ODFW before relying on HHT because HHT rule is annual-license based. |
| Columbia River hatchery coho | License + Combined Tag + CRBE; HHT only if annual-license setup and extra recording needed | Confirm open season, boundary, daily limit and hatchery status before recording. |
| Ocean salmon-only charter | License + Combined Tag coverage; Ocean Endorsement exception may apply if only salmon/steelhead | Record adult salmon as required; HHT only for hatchery adult salmon/steelhead. |
| Rogue-South Coast winter steelhead | License + Combined Tag + Rogue-South Coast Validation; wild harvest tag if keeping wild winter steelhead | Do not record wild winter steelhead on HHT. |
| Jack salmon kept where legal | License and tag coverage still matter for angling | Jack salmon are not required to be tagged under Oregon rules. |
| Parent helping youth with hatchery steelhead | Youth License + Youth Combined Angling Tag; adult needs own setup if actively fishing | The angler who lands the fish records it on that angler’s tag. |
Common Hatchery Harvest Tag Mistakes Fix These Before Fishing
These are the practical mistakes that search competitors and thin fee pages usually do not explain clearly.
Buying mistakes
- Buying HHT but forgetting the annual license + annual Combined Angling Tag requirement.
- Thinking HHT is required for every salmon/steelhead angler.
- Buying HHT for catch-and-release only trips.
- Forgetting CRBE on Columbia Basin salmon or steelhead water.
- Confusing HHT with Rogue-South Coast Wild Steelhead Harvest Tag.
- Assuming a daily/multi-day license automatically makes HHT useful or available.
Recording mistakes
- Recording wild fish on the Hatchery Harvest Tag.
- Recording fish later at home instead of immediately.
- Using the wrong location code.
- Failing to mark hatchery or wild status when required.
- Using Combined Tag accidentally when you meant to use HHT.
- Not saving the app harvest entry before closing the app.
Rule mistakes
- Thinking HHT increases daily bag limits.
- Keeping hatchery fish in a water where hatchery retention is not open.
- Continuing to fish after reaching the daily adult bag limit.
- Assuming all fin-clipped fish may be kept everywhere.
- Ignoring emergency updates or zone exceptions.
- Dressing fish before species or fin clip can be checked.
Real insider tips
- Write your planned waterbody and location code before leaving home.
- Check regulation updates the morning of a salmon/steelhead trip.
- Take a quick photo of the fin clip before the fish goes on ice.
- Carry a waterproof pen even if using the app.
- Use field/offline mode before service gets weak, not after the app fails.
- Ask your guide or charter which tag the fish should be recorded on before harvest starts.
- Keep separate notes for Combined Tag fish and HHT fish so annual-limit math does not get mixed.
- If kids are fishing, choose paper tags or make sure each youth has proper device access.

Final Practical Advice
The Oregon Hatchery Salmon / Steelhead Harvest Tag is powerful only when used correctly. It is for legally retained hatchery adult salmon and hatchery steelhead, not wild fish, jack salmon, sturgeon, halibut or Rogue-South Coast wild winter steelhead.
Best workflow: confirm annual license + annual Combined Angling Tag → check whether HHT is useful → confirm water is open → identify species and hatchery/wild status → add CRBE, Ocean Endorsement or Rogue validation if triggered → keep every purchased HHT in possession → record legal hatchery fish immediately and in order.
