Oregon Resident Fishing License Fees, Eligibility & Proof
This guide explains who qualifies for Oregon resident fishing license pricing, what proof to keep ready, which 2026 resident product to buy, and when the basic resident angling license is not enough.
Use the official ODFW portal only for buying, account lookup, paper printing, app setup, or final action. The resident rules, fee logic, proof warnings, senior options, shellfish rules, tags, endorsements and field checklist are covered here first.
Fast answer: The standard Oregon Resident Annual Angling License is $50 for 2026. Oregon fishing licenses are generally valid from January 1 through December 31. Adults 18 and older generally need an adult license, while youth 12–17 use the $10 Youth License and children under 12 do not need a fishing or shellfish license.
Resident rule: Oregon resident status generally means physically residing in Oregon for at least six consecutive months immediately before applying. Owning Oregon property, paying Oregon property tax, using an Oregon mailing address, or visiting often is not enough by itself.
Proof rule: Carry your license, tags, validations and endorsements so they are immediately accessible. Paper tags must not be unsigned, photocopied, reproduced or resized. Electronic proof requires the MyODFW app, the correct account and a phone that can be shown when asked.

Official Oregon Resident Definition Explained Simply
Use this section before paying. It is the difference between a valid resident purchase and a risky wrong-price purchase.
| Resident test | Plain-English meaning | Practical proof idea |
|---|---|---|
| Six consecutive months physically residing in Oregon | You lived in Oregon, not just received mail here, for at least six straight months immediately before applying. | Oregon driver license/ID, lease, mortgage, utility bill, payroll record, school record, insurance, bank statement, tax record, or dated official mail showing Oregon residence. |
| Uniformed service permanently assigned to active duty in Oregon | Qualifying military/uniformed service members can be treated as residents when assigned in Oregon. | Orders, duty station proof, military ID, Oregon station/facility details. |
| Spouse and dependent children of qualifying uniformed service member | Family members may qualify when tied to the qualifying Oregon assignment. | Dependent ID, spouse/dependent documentation, orders, shared Oregon residence proof. |
| Uniformed service residing in Oregon while assigned to Oregon base/station/facility | Living in Oregon while assigned to a qualifying Oregon duty location can fit the resident rule. | Assignment record, base/station documents, Oregon address record. |
| Ship crew with Oregon home port/permanent station | Uniformed service members serving on a ship with Oregon port or shore establishment as home port/permanent station can qualify. | Ship assignment, station proof, Oregon home port documents. |
| Foreign exchange student attending school in Oregon | A student in Oregon under a foreign student exchange program is included in the resident definition. | School enrollment letter, exchange program paperwork, Oregon school record. |
| Owns real property or pays Oregon property tax only | Not enough. Property ownership alone does not make someone a resident for ODFW license purposes. | Do not rely only on property deed or tax bill. |
| Claims resident privileges in another state or country | Generally a red flag. Oregon resident status excludes people claiming resident privileges elsewhere unless a special rule applies. | Ask ODFW before buying resident pricing. |

| Wildlife Area Parking Permit | $10 daily / $30 annual | Parking at applicable ODFW wildlife areas. | Check your access site before arrival. |
What the $50 Resident License Covers and What It Does Not
Many resident mistakes happen because anglers think one license covers every Oregon fishing situation.
| Resident trip | Base license | Extra document likely needed | Practical answer |
|---|---|---|---|
| Trout, bass, panfish or warmwater fish in many lakes | Resident Annual Angling | Usually none unless two rods, special waterbody rule, parking or access permit applies. | Check zone/waterbody rule before keeping fish. |
| Salmon | Resident Annual Angling | Combined Angling Tag; CRBE if in Columbia Basin; possible Ocean Endorsement depending ocean exception. | Do not fish salmon on base license alone. |
| Steelhead | Resident Annual Angling | Combined Angling Tag; CRBE if in Columbia Basin; Rogue-South Coast Validation if applicable. | Winter/south coast rules can add another layer. |
| Sturgeon | Resident Annual Angling | Combined Angling Tag; CRBE in Columbia/Willamette systems. | Needed even for catch-and-release sturgeon. |
| Halibut | Resident Annual Angling | Combined Angling Tag and often Ocean Endorsement depending trip. | Ocean rules and quota/season rules matter. |
| Ocean bottomfish, lingcod, tuna, surfperch or jetty fishing | Resident Annual Angling | Ocean Endorsement when required. | Ocean endorsement began in 2026. |
| Crabbing or clamming | Not angling license unless included product | Resident Annual Shellfish, Youth License, Sports Pac or other qualifying shellfish product. | Always check shellfish biotoxin closures. |
| Two rods at a lake/reservoir | Resident Annual Angling | Two-Rod Validation if water allows it. | Not allowed in many waters even if you bought validation. |
| Non-motorized boat such as raft/SUP/drift boat | Resident Annual Angling | Waterway Access Permit may be needed. | Boat/access permit is separate from fishing license. |
How Oregon Residents Buy Online Step by Step
Use this order so the official portal becomes the payment step, not the thinking step.
Confirm resident eligibility first
Make sure the six-month rule or special resident rule fits you. If you recently moved or have residency in another state, confirm before paying resident price.
Check whether you already have an ODFW profile
If you purchased an annual Oregon license since 2016, have preference points, or have certifications such as a disabilities permit, you likely already have a profile. Use verify/lookup instead of creating a duplicate.
Choose the right resident product
Most adults choose Resident Annual Angling. Youth, senior, pioneer, disabled veteran, combination and Sports Pac products may be better depending on age and activity.
Add required tags and endorsements
Add Combined Angling Tag for salmon, steelhead, sturgeon or halibut. Add CRBE, Ocean Endorsement, Two-Rod, Rogue-South Coast validation or shellfish if your trip requires it.
Open the official ODFW licensing system
Log in, verify your account, or create one only if you are a brand-new ODFW customer with no previous licenses, preference points or certifications.
Open official portalSelect “Purchase from the catalog”
Choose Fishing, add the correct licenses and documents to cart, then review the cart carefully before checkout.
Choose paper or electronic
Paper can be printed at home. Electronic requires the MyODFW app and the same account login. Tags may be paper or electronic depending your choice.
Save proof before leaving
Print at original size when required, confirm app portfolio, charge your phone, and keep your documents accessible immediately while fishing.
ODFW Account, Duplicate Profile and SSN Problems Fix Before Paying
This is a high-friction step official pages mention clearly. Many anglers create duplicate accounts because they do not realize they already have an ODFW profile.
“Verify your Social Security number” error
This often means you created a duplicate account instead of verifying an existing ODFW profile.
Account merge
For duplicate account merge help, contact ODFW.Websales@odfw.oregon.gov. Account merges are handled Monday–Friday, 8 a.m.–5 p.m.
Going fishing immediately?
If outside normal business hours, guest checkout may let you buy and print a daily paper license now, then handle annual documents later.
Vendor purchase
Bring your old license or ODFW ID. If you do not have it, the agent may use your last name and date of birth to find your account.
Agent cannot find account?
Ask the license sale agent to call ODFW Licensing at 503-947-6101.
Buying for someone else
Licenses and tags may be bought for you by a family member or friend, but the documents must be tied to the correct customer account.
Paper vs MyODFW App Proof Field-Ready Rules
The proof rule is simple: if ODFW staff or law enforcement asks, you must be able to show your documents immediately.
| Proof type | Best for | Must-do details |
|---|---|---|
| Paper license | Remote rivers, coast, older anglers, poor cell areas, backup users. | Print at original 8.5 x 11 size. You may trim blank paper/borders after printing, but do not reduce, reproduce, photocopy or resize tags. |
| Paper Combined Angling Tag / Harvest Card | Anglers who prefer physical recording. | Only one copy of Combined Angling Tag or Hatchery Harvest Card. Keep it signed and accessible. |
| Electronic license in MyODFW app | Phone-comfortable users who want digital proof. | Download app, log in with the same ODFW account, and make sure your license/tag appears in portfolio. |
| Electronic tagging | Anglers comfortable tagging in the app. | Tag immediately after harvest. Use “Add Harvest” for combined angling tag and save required information. |
| Field mode / airplane mode | Poor cell service, GPS/fish finder/camera Wi-Fi conflicts. | Sync before and after the field. Use field mode or airplane mode to make app tagging easier when signal or peripherals interfere. |
| Phone-only proof | Convenient but risky. | Keep your phone charged. It is your responsibility to show license and tag to OSP. |
Resident Age Rules Adult, Youth, Child and Older Anglers
Age is one of the fastest ways to avoid overpaying.
Under 12
No Oregon fishing or shellfish license is needed. Seasons, bag limits, gear rules, closures and safe harvest rules still apply.
Age 12–17
The $10 Youth License includes angling, hunting, shellfish, Columbia River Basin Endorsement and Ocean Endorsement.
Youth tag warning
Youth still need a Youth Combined Angling Tag if angling for salmon, steelhead, sturgeon or halibut.
Age 18–69
Most resident adults use the $50 Resident Annual Angling license, then add species/water add-ons.
Age 70+
Senior Angling is $34 if you are at least 70 and have been an Oregon resident for the last 5 years.
Age 65+ Pioneer
Pioneer Combination is $10 if you are 65+ and have lived in Oregon at least 50 years before application.
Disabled veteran
Qualifying resident disabled veterans may have free shellfish or combination license options.
Family purchase
A family member or friend can buy documents for you, but each angler needs correct account, proof and tag setup.
Senior, Pioneer and Disabled Veteran Resident Options Do Not Overpay
This section matters because many older residents accidentally buy the standard $50 product when a lower-price option may fit.
| Resident option | Eligibility | 2026 fee | What it includes / warning |
|---|---|---|---|
| Senior Angling | At least 70 years old and Oregon resident for the last 5 years. | $34 | Fishing license only. Tags, endorsements and shellfish may still be needed. |
| Senior Combination | At least 70 and Oregon resident for last 5 years. | $56 | For residents who fish and hunt. |
| Pioneer Combination | Age 65+ and Oregon resident for at least 50 years before application. | $10 | Includes hunting/fishing license, Columbia River Basin Endorsement and Ocean Endorsement. |
| Pioneer profile status | Electronic licensing system may grant status automatically when profile years match. | N/A | Confirm profile reflects correct total Oregon residency years. You legally attest the information is true. |
| Disabled Veteran Shellfish | Qualifying resident disabled veteran. | Free | For shellfish; safety closures still apply. |
| Disabled Veteran Combination | Qualifying resident disabled veteran. | Free | Includes Columbia River Basin Endorsement and Ocean Endorsement. |
| Oregon Disabilities Hunting and Fishing Permit | Qualifying disability permit holders. | Free permit | The permit is not a license or tag. Angling license, Combined Angling Tag and shellfish license may still be needed. |
Combined Angling Tag Resident Rules You Must Know
This is the most important resident add-on for salmon, steelhead, sturgeon and halibut anglers.
Who needs it?
All anglers, regardless of age, need a valid Combined Angling Tag in possession to angle for salmon, steelhead, sturgeon or halibut.
Resident price
Adult Combined Angling Tag is $69 for residents. Youth Angling Combined Tag is $5.
Only one combined tag
Anglers may purchase only one Combined Angling Tag per year, authorizing harvest of 20 salmon or steelhead.
Record immediately
Adult salmon, steelhead, sturgeon or Pacific halibut must be recorded immediately on the appropriate angling tag.
Who records the fish?
The angler who takes the fish records it on their tag, regardless of who hooked the fish.
Hatchery harvest tag
Hatchery salmon or hatchery steelhead may be recorded on Combined Angling Tag or Hatchery Harvest Tag. Only hatchery salmon/steelhead go on the hatchery tag.
Jack salmon note
Oregon rules say anglers are not required to record harvest of jack salmon.
Paper tag warning
Do not carry unsigned, reproduced, photocopied or resized tags. Tags must be immediately available when requested.
Daily/multiday license note
Combined Angling Tags are included with daily and multiday angling licenses, but annual resident anglers must add the appropriate annual tag.
Resident Endorsements and Validations When the Base License Fails
Use this table to decide what must be added to the resident license before buying.
| Add-on | When Oregon residents need it | 2026 fee | Resident shortcut / warning |
|---|---|---|---|
| Columbia River Basin Endorsement | Fishing for salmon, steelhead or sturgeon in the mainstem Columbia from Buoy 10 upstream and all rivers/tributaries flowing into the Columbia. | $9.75 with annual license / $11.75 separate | In addition to license and Combined Angling Tag. Free upon request for resident disabled veteran, resident pioneer, youth license and youth under 12 licenses. |
| Ocean Endorsement | Ocean fishing from beaches, jetties and boats. | $9 annual / $4 daily | Not needed if only taking shellfish, or if only fishing for and retaining salmon or steelhead. Required if retaining marine finfish like rockfish, lingcod, halibut or tuna. |
| Two-Rod Validation | Using two rods/lines where allowed. | $34 | Allowed mainly in standing waters like lakes, ponds and reservoirs. Prohibited in Columbia River/impoundments, backwaters/sloughs, bays, estuaries, ocean waters and coastal lakes during wild coho seasons. |
| Rogue-South Coast Steelhead Validation | All anglers, regardless of age, angling for steelhead in the Rogue-South Coast area from Dec. 1–Apr. 30. | $4 resident | Requires valid annual angling license and combined tag, or daily/multiday angling license with valid ODFW ID number. |
| Rogue-South Coast Wild Steelhead Harvest Tag | Harvesting wild steelhead in the Rogue-South Coast area. | $20 resident | Different from the validation. Do not confuse permission to fish with permission to harvest. |
| Hatchery Salmon / Steelhead Harvest Tag | Additional hatchery salmon/steelhead harvest tracking. | $43 | Only hatchery salmon and hatchery steelhead may be recorded on this tag. |
Oregon Resident Shellfish License Crabbing, Clamming and Safety
Shellfish is separate from ordinary resident angling unless your license product includes it.
Who needs shellfish?
Everyone 12 years and older needs a license to harvest shellfish for personal use.
Resident shellfish fee
Resident Annual Shellfish License is $13 for 2026.
Health advisory first
Crabbing and clamming can be closed because of biotoxins or other health issues. Check same-day safety before harvest.
Ocean Endorsement?
Ocean Endorsement is not required when only taking shellfish, such as Dungeness crab or clams, from the ocean.
Shellfish hotline
Oregon Department of Agriculture Shellfish Safety Hotline: 800-448-2474.
Field habit
Each digger should know their limits, container rules, harvest method and current beach closure status before digging.
Resident Exemptions and No-License Situations Narrow Rules Only
These situations can remove the need for a license in specific cases. Do not stretch them beyond the written rule.
| Situation | License needed? | Important limit |
|---|---|---|
| Oregon Free Fishing Days | No fishing or shellfish license or tags needed. | For 2026: February 14–15, June 6–7, and November 27–28. Rules, seasons, bag limits and closures still apply. |
| Taking crayfish or bullfrogs | No fishing or shellfish license needed. | Species, method and area rules still apply. |
| Oregon resident landowner angling on land they own | May not need license. | Exception does not apply when angling for salmon, steelhead, sturgeon or halibut. |
| Oregon resident angling on immediate family land where they reside | May not need license. | Must reside on that land. Exception does not apply to salmon, steelhead, sturgeon or halibut. |
| Oregon Disabilities Hunting and Fishing Permit | Permit is not a license or tag. | Anglers must still obtain angling license and/or Combined Angling Tag if needed; clam diggers still need shellfish license unless another qualifying license applies. |
| Assisting disabled angler | Assistant needs appropriate license and tags. | Disabled permit holder must be present and participating; fish count toward disabled angler’s bag/possession limit. |
| Assisting disabled clam digger | Rules apply to both people. | Both diggers need their own containers; disabled clam digger must be within 100 yards and line of sight of assistant. |
Resident Field Checklist 60 Seconds Before Casting
Use this at the truck, ramp, trailhead, tideflat, jetty or riverbank.
Resident proof ready?
If resident status could be questioned, keep identity and Oregon residency proof available with your license account details.
Correct base license?
Adult, youth, senior, pioneer, disabled veteran, shellfish, combination and Sports Pac are not the same.
Required tag?
Salmon, steelhead, sturgeon and halibut require Combined Angling Tag even for catch-and-release angling.
Endorsement needed?
Check Columbia River Basin, Ocean Endorsement, Rogue-South Coast validation and Two-Rod before fishing.
Paper or app works?
Documents must be accessible immediately. App must show documents; paper tags must be original-size and signed.
Zone and update checked?
Check current regulations, emergency updates, zone rules, shellfish closures and species-specific restrictions before harvest.
Resident License Mistakes That Cost People Money
This is the practical “don’t do this” section.
Wrong-resident mistakes
- Buying resident because you own Oregon property but live elsewhere.
- Buying resident before meeting the six-month physical-residence rule.
- Claiming resident benefits in another state while using Oregon resident pricing.
- Using an Oregon mailing address instead of real physical residency.
Wrong-product mistakes
- Buying $50 Resident Angling when Youth, Senior or Pioneer would fit better.
- Buying angling but forgetting shellfish for crabbing or clamming.
- Buying Two-Rod Validation and using it in prohibited waters.
- Buying base angling only for salmon, steelhead, sturgeon or halibut.
Wrong-proof mistakes
- Relying on phone proof with dead battery.
- Forgetting to log into MyODFW app before leaving home.
- Printing tags resized instead of original 8.5 x 11 format.
- Creating duplicate ODFW account instead of verifying old profile.
Trip-day mistakes
- Not checking emergency regulation updates.
- Not checking shellfish biotoxin closures before harvest.
- Keeping fish before checking zone, size, bag and season.
- Assuming resident price removes endorsement or tag requirements.

Check updatesOregon Resident Fishing License FAQ
How much is an Oregon resident fishing license in 2026?
The standard Oregon Resident Annual Angling license is listed at $50 for 2026. Tags, endorsements, validations, shellfish license, waterway access permit and parking permits may cost extra.
Who qualifies as an Oregon resident for a fishing license?
Generally, a resident is someone who has physically resided in Oregon for at least six consecutive months immediately before applying. Special rules can apply to certain uniformed service members, spouses, dependents and foreign exchange students.
Does owning Oregon property make me a resident?
No. Oregon resident status does not include a person who merely owns Oregon real property or pays Oregon property taxes.
Can I buy an Oregon resident license if I just moved to Oregon?
Usually not until you meet the six-consecutive-month physical-residence rule, unless a special resident rule applies. Ask ODFW before buying resident pricing if your move is recent.
When does an Oregon resident fishing license expire?
Most Oregon fishing licenses are valid from January 1 through December 31 of the license year.
Can I buy next year’s Oregon fishing license early?
ODFW says next year’s license can be purchased on December 1 to plan ahead or gift to family and friends. Most hunting and fishing licenses still run January 1 through December 31.
What age needs an Oregon resident fishing license?
Adults 18 and older generally need an adult license. Youth age 12–17 need the $10 Youth License. Children under 12 do not need a fishing or shellfish license.
How much is the Oregon resident senior fishing license?
Senior Angling is listed at $34 for Oregon residents who are at least 70 years old and have been Oregon residents for the last 5 years.
What is the Oregon Pioneer Combination license?
The Pioneer Combination license is listed at $10 for residents age 65 or older who have lived in Oregon for at least 50 years before application. It includes angling/hunting license, Columbia River Basin Endorsement and Ocean Endorsement.
Do Oregon residents need a Combined Angling Tag?
Yes. Residents need a Combined Angling Tag when angling for salmon, steelhead, sturgeon or halibut. This applies even for catch-and-release angling for those species.
Do Oregon residents need the Columbia River Basin Endorsement?
Yes, when fishing for salmon, steelhead or sturgeon in Columbia River Basin waters. It is in addition to the fishing license and Combined Angling Tag unless your special license includes it or provides a free endorsement upon request.
Do Oregon residents need an Ocean Endorsement?
Yes, for ocean fishing from beaches, jetties and boats unless an exception applies. It is not required for shellfish-only trips, and it is not required if only fishing for and retaining salmon or steelhead.
Do Oregon residents need a shellfish license for crabbing or clamming?
Yes, people age 12 or older need an Oregon Shellfish License to harvest shellfish for personal use unless their license product includes shellfish.
Can a family member buy my Oregon resident license for me?
Yes. Licenses and tags may be purchased for you by a family member or friend, but the documents still need to be correct, accessible and attached to the correct ODFW customer account.
Can I exchange my Oregon angling license after buying?
Oregon license information says angling licenses may be exchanged for a Combination License or Sports Pac License within 90 days of the original purchase.
Who do I call for Oregon resident fishing license help?
Call ODFW Licensing at 503-947-6101 for license, account, vendor, resident-status, tag or electronic licensing help.
Final Practical Advice
Do not buy the $50 resident license just because it is cheaper than nonresident pricing. First confirm you qualify as an Oregon resident, then choose the correct resident product for your age, status and trip.
Safe resident stack: resident eligibility → proof ready → age/status check → base license → shellfish if needed → Combined Angling Tag if salmon/steelhead/sturgeon/halibut → Columbia/Ocean/Rogue/Two-Rod add-ons if required → paper/app proof ready → zone and regulation update check before fishing.
